Records from the September 1919 founding meeting of the National Congress of American Rusyns, a new political body organized by its predecessor, the American National Council of Uhro-Rusyns. A report by Gregory Zhatkovych dealt with the situation in Europe and the expected Rusyn self-determination. The account of ANCUR’s history by Julius Gardoš’ also features the text of the Council’s memorandum presented to U.S. President Woodrow Wilson in October 1918.
